On July 14th, the Jersey City Planning Board convened to review the application for 200 Chapel Avenue – a proposal that will bring the community to its envisioned completion.

Spearheading this final phase is Bridgewater-based Pulte Homes, a developer renowned for its thoughtful approach to community building. Their vision for this concluding section, aptly named “Liberty Watch,” promises to seamlessly integrate new residences into the existing landscape while prioritizing aesthetic appeal and environmental responsibility. Notably, the proposed density is significantly lower than the maximum 512 units originally permitted for the site. This deliberate downsizing, as revealed in earlier testimony, reflects Pulte’s commitment to creating a more visually pleasing development that also meticulously adheres to New Jersey Department of Environmental Protection (NJDEP) flood hazard requirements and stormwater regulations. The “Liberty Watch” proposal features 168 new townhomes, thoughtfully distributed across 19 interconnected buildings. Each of these four-story structures, rising to a height of 55 feet, will house three-bedroom units, designed to cater to modern lifestyles. The largest individual building within the development will comprise 16 connected townhomes, fostering a sense of community while maintaining privacy. New internal roads will be created, ensuring convenient access throughout the expanded neighborhood.

Attention to detail extends to every aspect of the resident experience, particularly parking. Each townhome is designed with two dedicated parking spaces: one within an internal garage and a second on a deeded driveway, totaling 336 residential spaces. Additionally, 80 guest parking spots will be available on the street, ensuring ample accommodation for visitors.

Beyond the residences themselves, the development incorporates a strong emphasis on green spaces and recreational opportunities. A total of 168 bicycle parking spaces promote sustainable transportation. The exterior of the townhomes will feature classic brick stucco, blending seamlessly with the existing Port Liberté aesthetic. Pulte Homes is presenting two interconnected applications to the Planning Board. The first seeks to amend the existing Caven Point Redevelopment Plan, allowing for the consolidation of the final three master plan phases into a single, cohesive project. The second application directly pertains to the “Liberty Watch” development itself, alongside a request for an interim use sales trailer for a period of three years, facilitating the efficient sale of the new homes.

Significantly, Pulte is not requesting any variances from existing zoning regulations, which often streamlines the approval process and demonstrates their adherence to established community guidelines. This commitment to working within the existing framework underscores their desire for a smooth integration of this final phase.
